An international tender has been opened for the design of the Armenian section of the Gyumri–Kars railway. The preliminary construction cost of the approximately 21-kilometer section has been set at $15 million. Following completion of the design tender, the plan is to move on to the construction phase. However, it is not yet clear whether the work will be financed from the state budget or whether the Russian side, which operates the railway, will also contribute to the financing.

As part of the Armenia–Turkey Normalization Process, Armenian journalists visited Kars. Ergüder Toptaş, the Mayor of Akyaka, Kars, told the journalists that restoration work on the Akyaka–Gyumri railway line has begun and will be completed within two to three months. He also announced that the tender for establishing a road connection between Akyaka and Gyumri has been started.

In an interview with Armenian Public Television, Prime Minister Nikol Pashinyan stated that Armenia could take back control of its railways from Russia to maintain competitive advantages and establish an international route through the country.
